Sam Rashkin
Mr. Rashkin has managed Energy Star for Homes since its start in 1996.  Under his leadership, Energy Star for Homes has grown exponentially to more than 3,000 builder partners and over 650,000 labeled homes. He is also overseeing a new EPA Indoor Air Quality label for the housing industry.  

Justin Wilson
Justin Wilson is President of Building Performance Solutions Inc., a Colorado based building science consulting firm. Justin specializes in advanced energy efficient building practices, high performance process integration and implementation, building durability analysis, mechanical systems design and integration, and job site inspections and trainings.

Henry T. Rutkowski P.E.
Hank Rutkowski is the owner of HTR Engineering.   Since completing his MSME course work at Arkon University he has been a key player in the HVAC industry.  He has authored many system design manuals, papers and technical bulletins.  He works closely with the Air Conditioning Contractors of America (ACCA), as well as distributors, manufacturers, utility companies and other professionals around the country.  Mr. Rutkowski has authored over ten ACCA manuals including Manual J 8th Edition.  He is the editor of the ASHRAE ACES skills testing program and is on the ASHRAE standards committee.  Henry has also presented at numerous industry conferences and consulted on many computer model projects.

Kelly Parker, P. E.
President - Guaranteed Watt Saver Systems, Inc. (GWS) is a Professional Engineer in the states of Alabama, Arkansas, Florida, Georgia, Kansas, Louisiana, Mississippi, New Mexico, North Carolina, Oklahoma, South Carolina, and Texas currently. He is a LEED Accredited Professional and a certified HERS rater. He is a member of the RESNET Board of Directors and currently serves as RESNET President. Over the past several years, Kelly has become an active champion of environmentally responsible building practices and has held numerous training sessions on the application of building science principles in everyday construction. 

Donney Dorton
Donney has a BS in Math and a MS in Education from North Western Oklahoma State University.  He is the Technical and Plan Department Supervisor for Guaranteed Watt Saver, Inc.  At GWS, he has become a Home Energy Rating System (HERS) Rater for Residential Energy Star Certification and is also a RESNET Quality Assurance/Rater Trainer.  Donney is a Certified IECC Commercial Plans Examiner and a leadership in Energy and Environmental Design (LEED) Accredited Professional.  As GWS’s project manager for the LEED For Homes (LEED-H) Pilot Program, Donney certified the first LEED-H home in the Nation.

Curtis Maxwell
Mr. Maxwell is a Guaranteed Watt Saver Inspector/HERS Rater.  His areas of specialization are: residential building inspection, building energy rater, and CAD HVAC design.  His experience and work includes: residential energy audit/inspections for new custom houses and existing houses with excessive energy consumption and comfort issues, testing for building air infiltration using Blower Door and Duct Blaster, inspection of new and existing houses for proper wall, ceiling and perimeter insulation installation with emphasis on the entire wall, ceiling and perimeter assembly, inspection of new and existing houses for proper window and door installation for energy conservation, testing HVAC system equipment and ductwork in new and existing houses for energy efficiency and balanced air distribution as well as load calculations for HVAC design.  Curtis is a Licensed Residential Energy Inspection/Plans Examiner – International Code Council RESNET Accredited Rater, Energy and Environmental Ratings Alliance – Home Energy Rater, and a Master Contractor – Environments for Living.
